Tenth and finally, the government should set up a special unit to help the disabled to get access to the Information Superhighway with special grants and loans, as IT will open new horizons for those who are isolated by disabilities.
Any isolation suffered by those with disabilities can be lessened with the increasing developments in electronic communications and IT. They will be able to participate in democratic processes and social activities more easily, and have an enhanced quality of life and better opportunities to exploit their own resources. Using other forms of IT (e.g. IT-based education, telework, access to databases, home banking, home shopping) will make possible active involvement in activities which were previously inaccessible to many.
